Genesis Microloan RLF Program

Purpose
To finance Clarion County business start ups and expansions.

Eligible Applicant
Any Clarion County business seeking to finance a start up business or any small company seeking to expand.

Use
Asset purchases including machinery, equipment, and inventory.

Collateral
Loans will be collateralized with the assets purchased. Personal guarantees will be requested. Other collateral may be required.

Amount
Loans up to $10,000. Genesis Loans may be made in conjunction with the Northwest Commission Microloan Program and/or bank loans as long as the project meets the parameters of all programs.

Term
One to four year terms.

Rate
Two points below the Prime Rate, but not less than 4% at time of application.

Fees
$100/year plus the cost of filing the legal documents.

Application Process
Complete applications will be reviewed by the Northwest Commission Loan Review Committee (LRC). Applications are due by the first working day of the month. They will be reviewed by the LRC at the regularly scheduled meeting. Applicants will be required to attend the meeting to make a brief presentation of the project and answer questions.

A start up business must submit a business plan that has been reviewed by Clarion University’s Small Business Development Center.

Personal financial statements, along with three years of personal tax returns are necessary with submission of the application.

Resumes are also necessary for the principal owners of the business.

Purpose
Finance business expansion projects of regional private for-profit firms. Assets must be located in the eight-county region of northwest Pennsylvania.

Loan Limits
50% of the total project cost or $200,000, whichever is less. Maximum amount for working capital is $75,000.

Terms
Land and Building up to 15 years, Machinery and Equipment 7-10 years, Working Capital 3 years.

Rates
4 points below prime rate (no less than 4%)

Fees
$450 Non-refundable, advance application fee
2% Application fee (less advance fee)(minimum $1,500; maximum $2,500 or if two funding sources are used, maximum is $3,500)(loans $50,000 or less = $450 total application fee)
.5% of principal balance outstanding
Servicing Fee due at the anniversary date of the loan, $100 minimum

Private Financing
A 1:1 private sector match is required. At least 10% must be injected by applicant

Eligible Uses
Land acquisition, preparation and associated expenses
Building acquisition
Machinery and equipment purchases (new or used) and related expenses
Working Capital (major expansions only)

Eligible Applicant
Manufacturing or industrial business
Retail/Commercial business with high job potential (**See below)

Collateral
Loans are to be secured by lien positions on collateral at the highest level of priority to accommodate the borrower's ability to raise debt and equity capital.
Generally personal and corporate guarantees are required.

Additional Requirements
Professionally prepared financial statements
Commitment letter(s) of other source(s) of financing
Sufficient cash flow to service the debt
Creation of one new full-time job per every $25,000 in borrowed funds (manufacturing/industrial businesses)
**Creation of one new full-time job per every $7,500 in borrowed funds (commercial/retail businesses)
No prepayment penalty on Northwest Commission Revolving Loan Fund program

The grant amount must be matched 100% with funds from other sources. Funds must be expended by December 31, 2012.
